A career, full-time position. Work location is at the James Reserve in Idyllwild. Possibility of overtime and travel. Fluctuating schedule, often weekends, holidays. On-call for emergencies 24/7. Outdoor work under occasional extreme weather.
Essential Functions:
Supervise Reserve employees, develop job descriptions, hire, train, supervise and conduct performance evaluations, coordinating with BNN staff. Disseminate information and ensure all policies and procedures are being followed. Oversee and supervise all visitors to insure policies and procedures are followed. Supervise Assistant Director and Reserve Steward and direct maintenance of all reserve facilities. Supervise NRS Information Manager in coordination with the NRS Information Management Committee (Programmer Analyst III). Maintain compliance with campus environmental health and safety procedures coordinating with BNN Facilities Coordinators.
Utilize on-line Reserve Application Management System (RAMS) to review and evaluate user applications for teaching and research proposals for compliance with general NRS and specific reserve policies and procedures, manage usage accounting, generate invoices and produce annual report statistics. Coordinate, provide logistical support for reserve users, including faculty, graduate students and visiting classes. Administer and assist UCR NRS Director and BNN Unit FAO in preparation of reserve annual budget. Oversee compilation and writing of annual report, producing it in a timely manner.
Implement and periodically formulate and revise reserve policies and procedures in coordination with UCR NRS Director and UCR Faculty Advisory Committee. Interpret reserve needs for risk management for personnel and property and coordinate policy with campus. Maintain reserve files, library and databases. Prepare and present programs and talks on aspects of regional natural history and reserve science activities to users, visitors, and to off-site groups as appropriate. Provide technical assistance and comments to local and regional government agencies as requested.
Coordinate and direct improvements of current facilities and development of new reserve facilities. Develop extramural funding, including grants, donations and endowments for support of reserve facilities and research in coordination with appropriate campus departments and individuals. Assist campus and NRS System-wide office in public relations and fund-raising on behalf of the reserve. Establish and maintain working and informational relationship with NRS System-wide office and other NRS Reserves and their staff. Establish and maintain working and informational relationship with BNN Administrative Unit.
Encourage and solicit appropriate use by the UC academic community and the academic community at large. Plan and carry out research on behalf of the Reserve, emphasizing monitoring environmental and ecological phenomenon and developing information and collections applicable to basic research and teaching. Consult with and assist researchers and classes in selection of research sites and development of projects. Provide liaison with state and federal agencies to assist users in obtaining permits.
Consult with NRS System-wide office to coordinate and expand research opportunities where possible. Manage reserve eco-informatics and geospatial databases. Select and order equipment and supplies needed to facilitate research, monitoring and instruction.
Supervise and when necessary assist in the maintenance of existing facilities including buildings, signs, trails, roads, fences, gates and utilities according to NRS and University Policies and Procedures and Guidelines. Select and order equipment and supplies as necessary in accordance to University Policies and in coordinate with BNN Administrative Unit. Supervise upgrading of existing facilities according to NRS and University Policies, Procedures and Guidelines.
Represent the interest of the Reserve to local and regional governments and agencies. Work with neighboring land management agencies and landowners to support regional resource management and land use planning consistent with the goals and mission of the NRS. Initiate and maintain collaboration with other agencies for information dissemination. Maintain integrity of Reserve boundaries. Maintain and enhance on-site teaching collections. In consultation with Campus NRS Director and campus faculty, develop and maintain an updated reserve management plan.
Minimum Requirements:
- Post graduate degree with training in appropriate discipline (life sciences, environmental sciences, geologic sciences, or geography), and/or six years post college experience including two years in supervisory capacity; or equivalent combination of education and experience.
- Demonstrated experience with development and implementation of applicable policies and procedures.
- Demonstrated experience with applicable skills in research, collecting, analyzing and publishing scientific data.
- Demonstrated experience in the writing and preparation of documents, including grant proposals, progress reports, final reports and annual reports.
- Demonstrated experience in the management and supervision of a multiple staff unit with ability to hire, train, deal with performance issues and resolve non-personal conflicts.
- Demonstrated experience of project management and facilities planning.
- Demonstrated skills at a high level in use of word, spreadsheets and database management software.
- Demonstrated knowledge of general principles and experience in reserve management.
- General knowledge of environmental issues relating to reserve management.
- Demonstrated knowledge of health and safety and risk management issues relating to outdoor and wild land hazards.
- Knowledge and experience with basic maintenance techniques for electrical, plumbing, fencing and road maintenance and physical plant operations.
- Knowledge of resource management and land use planning with the ability to interpret maps and use and maintain geographical information systems data sets.
- Demonstrated ability to coordinate with full-time and part-time research users with large and often complex needs and requirements.
- Demonstrated ability to articulate oral presentations and discussions.
- Demonstrated ability to communicate at an effective and professional level, both written and orally.
- Ability to learn names of plants, animals, geological formations, places and basic natural history of region around reserve.
- Ability to drive 4WD vehicle on poor roads.
- Ability to work outdoors, including seasonal work performed outside under adverse weather conditions such as heavy snow.
- Hired applicant must possess a valid California Driver's License; and must successfully pass a background check through the Department of Justice.
Preferred Qualifications:
- Ph.D. degree or equivalent post-MSc experience in research.
- Previous experience working with governmental/federal agencies.
- Experience with fundraising and grantsmanship
- Experience with UC/NSF accounting and budgeting.
- Prior work experience at a UC NRS reserve or similar field research station or research vessel.
- Experience with or ability to live off the grid and awareness of associated challenges.
- Demonstrated skills in UNIX, and other programming languages with System Administration and website design experience.
- General knowledge and experience with ecological sensor technology, networking and PV technologies.
- Knowledge of eco-informatics and metadata as applied to field research.
- Knowledge of UC NRS policies and procedures.
- General knowledge of natural history of Peninsular Range.
- Knowledge of environmental health and safety policy, both generally and specific to natural hazards.
- Knowledge of state and federal regulations regarding sampling and collection of plants and animals.
- Knowledge of University of California policies and procedures.
- Ability to operate a tractor and snowplow
- Awareness of research and management issues relating to reserves in managed forest areas.
